Jose Sandoval is a Service-Disabled Veteran, Business professional, Telecommunications professional, and Cyber Subject Matter Expert skilled in leading large and small project teams in multi-disciplined environments. His background includes successful development of advanced cyber defensive strategies, leading Defensive Cyberspace Operations, and developing next generation counter-cyber capabilities to enhance the security posture of his clients. When SandTech Solutions was founded in September 2012, he did this with one goal in mind, to enable success!
Mr. Sandoval served proudly in the United States Air Force and was recognized on several occasions for his strong work ethic and dedication to service. While in the Air Force, Mr. Sandoval completed his Associates of Applied Science in Electronics Systems Technology. Upon his departure from the Air Force, Mr. Sandoval went back to school where he received his Bachelors and Master’s Degree in Computer Science from Park University and St. Mary’s University respectively. Mr. Sandoval holds several certifications as well. He is a Project Management Professional, Certified Information Systems Security Professional, Microsoft Certified Technology Specialist, and Certified Ethical Hacker to name a few. He holds various telecommunications certifications and is exceptionally knowledgeable of traditional and Internet Protocol-based telephone systems. Mr. Sandoval oversees all aspects of SandTech activities and operations.
Ron Comeau combines his technical expertise, business knowledge, and 25 years of acquisition and contracts experience to ensure SandTech provides the right people for our customers. His 20 years as an Air Force Comm-Computer Officer allowed him to apply his Bachelor and Master’s degrees in Computer Science to employ the latest technology for high-speed communications and leading-edge, offensive, defensive, and command and control systems. Ron works with several Government customers to find the right technical solution and personnel team to meet their requirements.
Ron served as the founding project officer for the Maui High Performance Computing Center, was responsible for DoD’s SIPRNet and NIPRNet router installations and maintenance, and managed the DoD Teleport SATCOM program’s installations, and advanced weapons programs worth several million dollars. Today, he manages SandTech’s contract support operations and assists in growing the company. Like Jose, Ron has earned and maintains PMP and CISSP certifications.
Greg McCulley is a cyberspace operations and information technology leader with over 25 years in the Air Force, serving as an enlisted Airman as a scientific mainframe computer operator, base-level communications operator, enlisted Professional Military Education instructor, and later as a Communications & Information officer. During his commissioned service, Greg served as an executive officer, cyberspace vulnerability manager, space communications flight commander, and staff planner. Greg broadened his extensive experience by working at the combatant command, subunified command, major command (MAJCOM), and numbered air force levels. He commanded an information operations squadron (the 92 IOS, Lackland AFB, TX) and a communications squadron (the 721 CS, Cheyenne Mountain AFS, CO).
During his time at the 92 IOS, Greg led creation and fielding the initial AF Cyber Protection Teams, overseeing the creation of the team’s first operations training, mission planning, and stan/eval constructs. As an AF Space Command team member, Greg supported the AF’s defensive cyber operations weapon systems by managing modifications and upgrade processes and guiding the systems to Initial and Final Operating Capacity. He led the team that conceived the new Mission Defense Team (MDT) operating concept (a base-level version of the Cyber Protection Team methodology and approach), and implemented the initial MDT at Cheyenne Mountain AFS, CO during his last assignment. Greg holds two Master’s degrees (American Military University and Air University’s Air Command and Staff College program) and holds an Occupational Instructor Certificate from the Air University.
Rob Reeder is an executive leader with extensive cross-cultural experience and is committed to success through superior operational and project management. He is a dynamic and innovative professional with over 25 years of experience in planning and executing strategic initiatives. Rob is an experienced IT professional who has served as a cyber operations planner in the US Air Force and is currently performing cyber support activities. Rob provides subject matter expertise in the planning, implementation, analysis, and management of Air Force Cyberspace and Computer Network Operations, to include future capabilities development and innovation.
He has worked directly with USCYBERCOM and several combatant commands supporting mission planning and operations activities. His background includes successful development of advanced cyber defensive strategies, leading tactical Defensive Cyberspace Operations, and developing next generation counter-cyber capabilities to enhance the security posture of his clients.
Sonia Montellano is the Director of Contracts and Program Control, and oversees all Contracting, Pricing and Finance functions for SandTech. She is responsible for minimizing risk, maximizing profitability, establishing and maintaining efficient financial operations, and ensuring compliance with all necessary regulations and applicable laws. She has over 25 years of experience in government contracting, pricing and finance.
Prior to SandTech, Sonia was the head of the contracts departments for three small local defense contractors (Metica, dNovus RDI and Diligent Consulting) driving successful performance for each company. During her tenure at Diligent, Sonia priced $982M in proposals and sixteen IDIQs in addition to overseeing the company’s contracts, subcontracts and procurement activities. Sonia also supported ten DCMA/DCAA audits securing favorable results for the company and created the company’s first Project Manager Financial Training course. Prior to Diligent, Sonia was a Principal Contracts Administrator for NCI Inc., responsible for the full range of cradle-to-grave, lifecycle contract administration for the company’s NETCENTS IDIQ contract.
Sonia attended Rice University and is a member of the Alamo Chapter of NCMA.
